1.EXECUTIVE SUMMARY
The One Youth, One Skill Initiative is a youth empowerment program of the Youth Wing of the Diamond Area CDC, Ogun State.With over 50 Registered CDAs under its jurisdiction, the Diamond Area CDC represents thousands of young people, many of whom lack employable skills.
This initiative will train 500 youths in vocational, agricultural, and digital skills in its first phase, empowering them to become self-reliant, start small businesses, and contribute to community development.
Many of these CDAs are still developing or underdeveloped, facing challenges that limit their growth and progress. By equipping young people with relevant skills, this initiative seeks to empower youths to become productive, self-reliant, and community-driven. In turn, these empowered youths will be positioned to give back to their communities, thereby contributing directly to the sustainable development and growth of the CDAs within the Diamond Area CDC.
The estimated cost is ₦276,000 per youth, totaling ₦138,000,000 for Phase 1.
In Ogun State, many rural and semi-urban communities lack access to affordable training opportunities.
The Diamond Area CDC oversees more than 52 CDAs, many of which remain underdeveloped, with youths making up about 70% of the population.
Equipping youths with employable skills helps to address:
1.Rising unemployment and poverty levels
2.Youth restiveness, crime, and drug abuse
3.Shortages of local service providers (e.g., tailors, electricians, plumbers, farmers, etc.)
If every youth acquires one skill, entire families and communities will benefit.
Train 500 youths across 50 CDAs in employable vocational, agricultural, and digital skills within 12 months.
1.Reduce youth unemployment by promoting self-reliance, entrepreneurship and innovation.
2.Launch new small businesses by trained youths within one year.
3.Establish a sustainability fund to provide startup kits, mentorship and continuous support.

5.IMPLEMENTATION STRATEGY
Phase 1 (3–12 months):
1.Identify&enroll 500 youths (~9-10 youths per CDA across 50 CDAs).
2.Conduct training in batches across skill tracks.
3.Partner with trainers, vocational centers, and digital hubs.
4.Conduct evaluations at 3, 6, and 12 months.
Phase 2 (Continuous):
1.Launch Sustainability Fund (contributions from government, corporate CSR, NGOs).
2.Provide starter kits, mentorship, and micro-grants for youth-led businesses.
3.Scale to 1,000 youths in 3 years.
1.500 youths trained in Phase 1.
2.250 youths employed or self-employed within 6 months post-training.
3.100 small businesses launched (fashion, catering, farming, tech services).
4.Reduction in youth crime, idleness, and drug abuse in Diamond Area CDC.

The Youth Empowerment Initiative ensures full accountability through:
